After completion of the course students
• comprehend the central and complex role of politics in China, especially the "dual structure" of the ruling Communist Party and central government
• have knowledge of Chinese politics, political system, and institutions
• are able to understand, analyse and form informed opinions of the causes and consequences of China's rapid globalization
• discern political motivations and consequences of China's growing role in world politics and its impact on the Arctic regions


The course consists of two overlapping sections:
a) an introduction to the political system of China
b) a discussion on China's recent developments to a global actor, to a "great power"

During the last decade, China has become increasingly active in seeking resources, markets, talents and political influence in all corners of the world. Understanding the politics and political system of China is the essential tool to understanding both China's domestic development as well as its rise into one of the most central players both in regional and global politics. This course will provide an analytical view of the role of the Party and other institutional actors in this process. During the course, we will study the political motivation of the "going-out" strategy of Chinese companies and how Beijing is consequently reshaping the global order, which will influence also the Arctic regions as a new focus of Chinese foreign policy.

Domestically, the course introduces the students to the political system of China, provides an overview of the political history, structure, central-regional relations, factional politics within the Communist Party and recent political development in China.

Internationally, the course provides a solid basis for analysing one of the most significant changes in the world – the changing role of China in the world, including the Arctic.

Short pre-course assignment; Lectures and exercises (20h); Final essay with required readings

It is required to attend and pass all parts of the course to receive a final course grade.

The study material of the course consists of journal articles and book chapters that will be delivered to students before the course will begin.


Grades 0 (fail) – 5 (excellent)
The lecturer will inform the evaluation method of the course.
